A hardline proposal was defeated last week, as expected, and a vote on a "compromise" bill between the party's hard-right and moderate factions has been pushed back, with signs it could not pass. Both bills were largely seen as partisan measures with dim chances of passage and nearly no path forward to becoming law, the latest failure in Congress to reach consensus on the divisive issue. That group, known as Dreamers, drew attention after Mr. Trump put a March end date on an Obama-era program to shield the immigrants from deportation. The second would go further in overhauling the nation's complex immigration system.

U.S. lawmakers on Sunday spoke of the need for a longer-term solution.

Democrats, however, have hopes of retaking control of at least one of the chambers, with USA analysts say they have a better chance of regaining control of the House, where all 435 seats are being contested.

Nor did Trump differentiate between illegal immigrants and people who entered the U.S. to seek asylum protection.

Undocumented immigrants who have been in the country a certain amount of time also have various legal protections. The status of the so-called Dreamers has been in limbo since federal courts blocked Trump's attempts a year ago to rescind a temporary deportation-relief program.

Last week, the Trump administration's family separation policy sparked a national outcry.

"We don't have the capacity to handle all the unaccompanied children, all the family units that are now flooding our border because of a host of judicial decisions, legal precedent and laws", Johnson said. "Most children come without parents", he tweeted Sunday morning.

It was unclear if Trump was advocating an expansion of the current law that allows expedited removal of illegal immigrants at the U.S. border, a policy his administration has embraced since he took office.

Democrats and other opponents of the administration's policy say that court case is not the root of the problem, noting that separating families was the exception, not the rule, for most of the two decades since the Flores case was resolved. Federal officials are struggling to reunite children with their relatives as lawmakers in Congress grapple over potential legislative fixes. Nor did the administration have plans to begin reuniting families already separated. He plans to oppose the bill backed by House leaders if it comes to a vote this week.

But despite issuing his executive order, Trump has maintained that his "zero tolerance" policy, introduced by Attorney General Jeff Sessions in April, will remain.

The president buckled to the pressure on Wednesday, issuing an executive order that ended the separations.
