May and European Union consider extending transition to break Brexit impasse

There were doubts about the value of calling any special summit in November to finalise the EU-UK divorce terms as many leaders sought to calm things and maximise use of the final weeks.

British Prime Minister Theresa May on Thursday hinted at her openness to extending a so-called transition period "for a matter of months" after Britain leaves the European Union.

Chancellor Angela Merkel's spokesman said that members also discussed cybersecurity, migration, and the continued development of the Eurozone.

"We are all working, we're intensifying the work on these issues that remain", May told a news conference after a two-day summit in Brussels had ended.

Syed Kamall, the leader of the Conservative's group, is "quite confident that there will be a deal by the end of the year", a spokesperson said on Friday.

French President Emmanuel Macron told Mrs May to "come back with a solution based on the necessary political compromise on the United Kingdom side" in order to achieve a deal. Any deal that is struck needs time to be approved by the British and European Parliaments.

British Foreign Secretary Boris Johnson, ex-Brexit Secretary David Davis and other from May's party warned the prime minister not to "engage in a show of resistance and a choreographed argument followed by surrender" to the EU. All of those mileposts are on the drive toward March 29, when Britain will officially exit the European Union, triggering a transition period that will last through 2020.

"We do not know what they want, they do not know themselves what they really want - that's the problem", she said.

The German chancellor and French president chatted and shook hands with tourists and locals on the picturesque Grand Place with their local host, Belgian Prime Minister Charles Michel, and his Luxembourg neighbour Xavier Bettel, who said he bought the drinks to celebrate his re-election as premier on Sunday.

Many of them suspect the British leader is pursuing a strategy of delay created to push negotiations to the brink, at which point Europe would yield and the hardcore Brexiteers in the British Parliament would be hard-pressed not to accept May's version of withdrawal, even if they despise it as a capitulation.

"We hope extended transition will not be needed", May added.

Talks on finalising the UK's withdrawal agreement and a political declaration on future trade relations with the EU have been blocked by failure to agree on a backstop to avoid a hard border between Northern Ireland and the Republic in the event that an agreement on future EU-UK relations can not be struck.

It was a marked change of tone since May's Brexit minister Dominic Raab left Brussels on Sunday after the more than year-long Brexit talks broke down over the border issue. "That's a good idea", European Commission chief Jean-Claude Juncker said.

"As long as we don't have a satisfactory solution we can not really explain in a satisfactory way how this is to come about but I think where there is a will there is a way".

He said the sticking point in the talks was the issue of how to sort out the Irish question.

The first part of the backstop would apply to Northern Ireland only, keeping it within the EU customs union and much of the single market.

He said: "Such an extension would cost United Kingdom billions of pounds, yet our fundamental problem with the European Union proposal remains".

"We have solved most of the issues in the withdrawal agreement", said Mrs May.

An aide to Macron said he and Merkel walked back together to their hotel from the summit and when they got there he got a text from Bettel inviting him round the corner for a drink: "It was totally spur of the moment", the aide said.

"I am still cautiously optimistic [about the deal]". He acknowledged the feeling "may be a more emotional impression than a rational one".

Speaking after Tusk and Juncker, May said Thursday that there would be more hard moments ahead as they reach the final stages of the talks, but added that she was confident in her ability to secure a good deal that is agreeable to all parties.
