Russian lawmaker Konstantin Kosachev, chairman of the global committee of Russia's Federation Council, said Moscow is not interested in military action with Ukraine and warned that tensions would escalate only if initiated by Kyiv, insisting a confrontation "will never happen on Russia's instigation".

After the naval skirmish, Poroshenko, supported by a majority in the parliament declared 30 days of martial law in regions bordering Russian Federation.

Russian Federation is still holding the 24 Ukrainian sailors and three ships captured in Sunday's incident. Since then, a freighter ship has blocked the only entrance in and out of the waterway. Moscow fears that splitting the Orthodox community in Ukraine could trigger sectarian violence.

Russia's government-appointed ombudsman for Crimea told Russian news agencies that all the seamen have been transported from a detention centre in Crimea. It wasn't immediately clear where the other 21 have been taken. She said she met with some of the seamen and they appeared to be in good shape.
