U.S. House backs sanctions on Russia's Rusal in symbolic vote

Senate rejects resolution to block President Trump from lifting sanctions on Russia

Still, 11 Republicans joined with the Democrats as some voiced concerns that lifting the financial penalties would send the wrong message. The vote, which required a two-thirds majority, passed the House 362-53 - a tally that included a majority of Republicans.

The pushback came despite a last-minute plea by Treasury Secretary Steven Mnuchin to support Treasury's plan, which has the backing of Team Trump despite Russia's meddling in the 2016 election.

"Mr. Deripaska has been key to much of the malign activities Russian Federation directs against the United States, and the Congress must protect the American people against foreign interference and corruption", Hoyer said.

The votes are the latest signal that congressional Republicans are willing to split with the White House on national security matters.

Wednesday's Senate vote means that the overwhelming vote in the House on Thursday will not stop the Trump administration from lifting sanctions.

As with Mnuchin on the Russian Federation sanctions, visits from Secretary of State Mike Pompeo and Defense Secretary James Mattis to Capitol Hill failed to convince many Republicans that they should stick with the administration's position on Yemen.

US intelligence agencies have concluded that Russian Federation interfered in the election to boost Trump. The measure is unlikely to pass given the Republican majority in the chamber. "That includes Oleg Deripaska and the companies he is involved in".

The administration's report "intends to terminate sanctions imposed on En+ Group plc, UC Rusal plc, and JSC EuroSibEnergo, companies connected to sanctioned Russian oligarch Oleg Deripaska", according to text of the resolution.

Treasury said it plans to lift the company sanctions because Deripaska agreed to reduce his ownership of the companies below 50 percent. Deripaska has deep ties to Vladimir Putin and was among those sanctioned past year in response to Russian aggression and attempts to interfere in our elections.

Mnuchin briefed House members on the decision last week and Senate Republicans on Tuesday, all behind closed doors. That being said, these sanctions are serious matters.

At the time, Treasury Secretary Steve Mnuchin cited Russia's occupation of Crimea and its efforts to destabilize eastern Ukraine, its military support for Syrian President Bashar Assad, its "malicious cyber activities" and its attempts "to subvert Western democracies".

"President Clinton, President Bush, President Obama did not take seriously enough the threat from Russia", Cotton said. As a result, the United States' European allies urged the Treasury to reverse its course on the sanctions.

"Bottom line, Putin's Russian Federation is an adversary, and should be treated as one", McCaul said before the vote.

Twelve companies owned or controlled by the oligarchs were also sanctioned, as were 17 senior Russian government officials. "I felt like he would continue to have control, and this is a bad guy", the Republican from Rogers said.
