Catholic Church defrocks ex-Cardinal over Sexual Abuse

He was notified Friday of the decision, which was upheld upon his appeal and approved by Pope Francis.

The pope said at the time that the archives could reveal questionable historic practices, such as the law of silence over abuse among top-ranking clergy that often led to paedophile priests being transferred to other dioceses rather than handed over to face justice.

"To all those abused by clergy, especially the victims of Theodore McCarrick, I continue to express my profound sadness and renew heartfelt apologies for the lifelong suffering you have endured", he said.

By ordering McCarrick's "dismissal from the clerical state", the decision means that McCarrick loses all rights and duties associated with being a priest, can not present himself as a priest and is forbidden to celebrate the sacraments, except to grant absolution for sins to a person in imminent danger of death.

The archdiocese of Washington, D.C., where McCarrick was posted at the pinnacle of his clerical career, from 2001-2006, said in a statement it hoped that the Vatican decision "serves to help the healing process for survivors of abuse, as well as those who have experienced disappointment or disillusionment because of what former Archbishop McCarrick has done".

"Hundreds of priests, bishops and cardinals are hiding behind man-made law", he said. Apologies are part of the healing process but without action "they ring hollow in light of the revelations of sexual abuse by clergy that have come forth during the past year and nearly 20 years prior". Two people who said they were abused by a local priest have said they felt DiNardo didn't do enough to stop the priest. When the pope accepted his resignation as cardinal last July, he also ordered him to refrain from public ministry and live in seclusion, prayer and penitence.

"The credibility of the Church is at stake", he said. They also threaten the moral authority of Francis and even the survival of his papacy.

Every bishop who comes to the summit claims ownership for this very hard moment and takes action in a way that makes every bishop in the world responsible for the care of children as a priority.

In a statement, she said of the 101 accused bishops her group has tracked, McCarrick is only the seventh to be laicized.

They are demanding that Francis, other Vatican officials and bishops elsewhere come clean about how McCarrick managed such a meteoric rise through church ranks despite reports about his sexual life.

At the time, he released a statement maintaining his innocence but added that he "fully cooperated" in the investigation.

Fr Hans Zollner, a leading church child protection expert who is helping to organise the February summit, gave his reaction to the McCarrick ruling.

McCarrick denied the claims, but the archdiocese of NY found the allegation "credible and substantiated" and turned the case over to the Vatican for investigation.

Still, some experts identified steps the pope could take before the meeting ends, such as making the US church's "zero tolerance" policy for abusive priests the worldwide standard.

December 27 - James Grein testifies in a canonical deposition by the Archdiocese of NY, saying he was serially sexually abused by McCarrick, beginning when he was 11 years old.
