Meanwhile, South Korean President Moon Jae-in plans to offer new proposals for inter-Korean engagement following the summit between President Donald Trump and North Korean leader Kim Jong Un.

Sceptics say such agreements would leave in place a significant portion of North Korea's nuclear-tipped missiles while robbing the United States of its negotiating leverage going forward.

US President Donald Trump and North Korea's leader Kim Jong-un are due to begin the second and final day of their second summit in Vietnam.

Already, some intrigue has swirled around the first talks between the two leaders.

Mr Kim called the USA president "courageous" in return and said he was confident there would be an "excellent outcome that everyone welcomes".

The two men who once traded personal insults and threats of destruction were holding their second meeting in eight months, with analysts stressing it needs to produce more concrete progress than their initial historic get-together in Singapore.

"Now that we're meeting here again like this, I'm confident that there will be an excellent outcome that everyone welcomes, and I'll do my best to make it happen", Kim said.

North Korea has spent decades, at great economic sacrifice, building its nuclear program, and there are doubts that it will give away that program without getting something substantial from the U.S.

Six-party nuclear talks from about a decade ago included the two Koreas, China, Japan, Russia and the United States.

Pompeo told anchor Chris Wallace, "Test, pray, and cower - that's been upended by President Trump".

Little diplomatic progress was made following the first summit.

"It's too early to tell, but I wouldn't say I'm pessimistic".

"These lulls, these periods of no major provocation, do not necessarily mean they're not working assiduously at enhancing their nuclear capability", said Lee, the Kim Koo-Korea Foundation Professor in Korean studies and an assistant professor at the Fletcher School at Tufts University.

Kim ignored questions shouted at him during his first summit with Trump last June in Singapore.

Moon has been active in efforts to end confrontation on the Korean peninsula, meeting Kim three times previous year and trying to facilitate his nuclear negotiations with the United States. "We have so far made lots of efforts, and it's time to show them", Chairman Kim said.

Despite the end to testing, Coats cautioned that "we now assess that North Korea will seek to retain its (weapons of mass destruction) capabilities and is unlikely to completely give up its nuclear weapons and production capabilities".

Meanwhile, answering his first question from a foreign reporter, Mr Kim said: "It's early to tell, but from my instincts, I do have a feeling that good results will emerge".

Asked by an American reporter if he was willing to allow the U.S.to open an office in Pyongyang, Kim said through a translator, "I think that is something which is welcomable".

For his part, Trump said the idea was a "great thing".

Such an office would mark the first USA presence in North Korea.

It's d-day, where the 2nd joint agreement between North Korea and the US on denuclearization and establishing ties will come out.

Kim said very little during the brief press encounter, but listened and grinned as Trump pledged to turn North Korea into an "economic powerhouse".
